Answers Systems Inc. is the data management contractor for the JSPVP. They perform 100% price verification on every purchase made from the Prime Vendors. They also collect rebates from manufacturers on behalf of each ordering activity. Answers Systems sends out via email to each Installation ordering activity a "Dashboard" report each month that shows the rebates earned for the month and if there are any credits due from the Prime Vendors for overcharges. The foodservice distributors who hold contracts with the JSPVP provide service to MWR and MCCS activities within the Army, Navy, Marine Corps, Coast Guard and other non-appropraited fund activities assoicted with the Federal Government. Only non-appropraited funds may be used to purchases of the JSPVP contracts.
Answers Systems Inc. (the JSPVP data management contractor) collects data from the Prime Vendors on every purchase made through the Prime Vendor Program and from this data they are able to verify pricing in accordance with the Prime Vendor contract pricing. If a Prime Vendor charges an incorrect price Answers sends notification to the vendor that a credit is to be issued back to the ordering activity.
Private label items are similar to generic items in the grocery store, they are labeled and branded by the Prime Vendor but they are manufactured by national foodservice manufacturing companies. The Prime Vendor may suggest these items as a substitute for national brands but they cannot substitute private label items unless you agree to it.
The Prime Vendor sales representatives are not familiar with the JSPVP rebate agreements because the rebates are identified as part of the price verification process. When the Prime Vendor sends Answers Systems a list of the transactions for the month the manufacturer of the products is identified and they are invoiced for payment. The Prime Vendor is not involved in this process other than sending the transaction data each month. The transaction file contains data for all purchases not just those with rebates assigned.
First, try to resolve the issue with your assigned sales representative, if that does not work ask your supervisor to speak to the sales representative. If the sales representative is not responding to your concerns contact the Contracting Officer Representative (COR) at FMWRC assigned to the Prime Vendor contract. The COR information is available in the vendor search section on the website.
No, you do not have to hold a contract with the government to sell to Non-Appropriated Fund (NAF) activities. However, the JSPVP contracts provide support and price stability for NAF operations so it is the job of the JSPVP team at FMWRC to advise NAF operations to order as much as possible off the contracts .
Rebate programs are established with manufactuers who currently have sales volume established within the JSPVP. Rebates are paid back to customers who purchase qualifying products through the Prime Vendor in their service area. Contact a member of the JSPVP team to get more information about the possibility of developing a rebate agreement.
Deviated price and bill back agreements are other customer price saving programs manufacturers can offer in addition to rebate programs. |
